Jacob Ulrich - Director, Change Management and Business Development
Jacob Ulrich has more than 14 years of practical experience in international development, and he is currently the Director of Change Management and Business Development in AustralCOWI. He has a Masters Degree of International Affairs with a specialisation in Economic and Political Development from Columbia University, New York. Since 2004, Jacob Ulrich has worked mostly with macro level assignments focusing on developing aid management policies and practices which are in accordance with the principles of the Paris Declaration on Aid Effectiveness.
Sandra Roque possui uma tese de doutoramento em antropologia social e mais de 18 anos de experiência em desenvolvimento social e é actualmente Directora de Consultoria da AustralCOWI. Ela ocupa igualmente a posição de Service Line Manager para a área da Governação e de Business Development Manager para a COWI África. Sandra Roque possui forte conhecimento em análise de políticas públicas relacionadas com o desenvolvimento social e económico em questões como desenvolvimento urbano e pobreza, governação e desenvolvimento local, e desenvolvimento da sociedade civil.

Carmeliza Rosário is a Social Anthropologist with broad experience in social and economic needs assessment and field work management. She has great knowledge of assessment methodologies and socio-economic evaluation, and masters perfectly different techniques of information gathering and processing. She furthermore has a significant experience in the area of health studies.
Minna Tuominen - Service Line Manager, HIV/AIDS and Health
During the last 8 years Minna Tuominen has mostly been working in the areas of HIV/AIDS and gender, developing activities like: projects evaluation; research on attitudes and practices related to sexual behavior; elaboration of HIV/AIDS polices/strategies and programs for private or public institutions, technical evaluation of long term projects; development of training courses on information and civic education related to HIV/AIDS and gender.
Rui Ribeiro - Service Line Manager, Rural and Agricultural Development
Rui Ribeiro is the Service Line Manager in the areas of Agriculture and Rural Development. His academic qualifications include a Graduate degree in Veterinary and a Master degree in Rural Development. Mr. Ribeiro has 14 years of experience as coordinator/project manager and team leader of agriculture and rural development projects.
Mário Souto is a long-term senior consultant at AustralCOWI. After more than five years working in senior positions in the Ministry of Agriculture and Rural Development, his employment record also includes three years of work in the Ministry for the Coordination of Environmental Affairs (MICOA) in senior positions. In addition to his strong capacity to tackle environmental projects, he has a proven track record of successfully addressing social, institutional and legal issues related with rural development programmes and projects, including land use planning.
Ercílio Infante - Service Line Manager, Market Surveys
Ercílio Infante is a Sociologist with significant experience in the management of research projects. He joined Austral in 2002. Ercílio participated in several projects undertaken at national level in various areas and sectors: socio-economic, market research, health and HIV/AIDS, energy, etc. Over the years Ercílio Infante has developed good skills in the conception of research instruments, both qualitative and quantitative, their testing, drafting field manuals for supervisors and interviewers, their training, the training of data clerks, interviews conducting, data base management and analysis as well as report writing using SPSS and CSPro.
Isabel Costa is a consultant, working in the following areas: Social and market research, more precisely moderating focus group discussions, project management of quantitative and qualitative character, training and more.Ms. Costa has accumulated experience from working in different provinces of Mozambique and Luanda, Angola.
